Prototypical Problems is a Side Quest in Fallout 76. Side Quests can provide various rewards from XP to caps. They are displayed under the section "SIDE" of the Pip-Boy.

Prototypical Problems Walkthrough
To start this mission, listen to the "Voice of Set" Holotape once you've started Novice of Mysteries. Head to Sugar Grove which is located on the east side of The Savage Divide and due east of Top of the World, this is also the location of the EMP data that you need to develop the Voice of Set - make your way inside the building while fending off the enemies you encounter until you've reached the rear of the facility to find an advanced research facility.
Instead of following the quest marker that will lead you to the advanced research terminal, walk pass by the door and immediately turn left to find another room. You will find a Protectron inside, kill it and approach the Analyst's terminal in order to locate a particular holotape; access the terminal, read through the logs, select "Project Siphon" followed by "Dispense Project Siphon Holotape" and head back to the quest marker leading to the advanced research terminal.
With the correct holotape in hand, you will now be able to extract the data you need - simply log in the advanced research terminal and press the corresponding button to load the "Project Siphon Holotape". Once it loads, the system will allow you to download the data. Now, make your way back to the hidden facility at Riverside Manor and load the extracted holotape into the fabricator, choose "Play Holotape" after uploading the data and select "Fabrication Services" followed by "Novice [Voice of Set]". This will allow you to forge the required item and completing the quest.
