Grafton Day is a Fallout 76 Public Event. In Event: Grafton Day, Players are to Attend the Grafton Day parade. Public Events are quests that provide unique rewards during the available time the event is active. They are basically community quests that can be taken on by anyone (not just those in your party) on the server, as long as they're nearby.

Urban Legend
As soon as you locate the city of Grafton, you'll receive a transmission from Grafton Mayor inviting the citizens to celebrate Grafton Day and to watch the parade. It is later revealed that the Grafton Monster and its robot handlers are the parade's highlight - check your compass and follow the quest marker to the location of the monster. Side Note: beware of the general Super Mutant population of Grafton, as they may unnecessarily join the the battle against you.
Once you find the monster, you'll need to kill it and its robot handlers to complete the quest and receive your rewards.
Cheesy Plot
If you're having a hard time with defeating the Grafton Monster and its robot cronies, there is a way to go about this -albeit a bit an absolute cheesefest. Once you attract its attention, find an indoor location, where the doors are big enough for you to see and shoot it from, but not big enough to let it enter.
This will keep the monster at the door, where you will have an open target to wail on with bullets. The only concerns of this approach are the robot handlers that can actually fit through the doors and their ranged attacks, and the amount of ammunition you may need if you're weapons aren't to a level they are supposed to be when taking on the Grafton Monster.
