Shortly after the Great War, a number of state officials in the West Virginia government disappeared. In their absence, Abigale Poole, Speaker of the House, took charge and formed the Charleston Emergency Government with other surviving officials, such as Majority Whip Tanner Holbrook and Chief of Police Mayfield.
