Fallout 76 Free States is one of the many Factions of the game. Factions are special groups and allegiances that the player may observe, join or aspire to during gameplay.

Where to find the Free States
The Free States managed to survive for several post-war years but were eventually overrun by Scorched and forced to abandon Harpers Ferry. Their efforts to counter the Scorched Plague came to nothing, as they were eradicated before Vault 76 was opened.

How to Join the Free States
To join and uncover the story behind the faction Free States, head to Abbie's Bunker located north of The Mire region. As soon as you gain access, you will be greeted by a recorded message from Abbie herself and will start a series of faction quests. Eventually, you will end up at Harper's Ferry where you will find the members of the Free States killed by the Scorched as they tried to rebuild a new society, a safe zone outside the bunkers.
