T-45 Power Armor is a Power Armor in Fallout 76. Like all other power armors, you'll have to strip off all the actual armor to leave a bare frame before you can get in it. Each power armor has a frame and several pieces, they can provide various bonuses like increasing strength, boosting all forms of damage resistance and making you immune to falling damage. You need a Fusion Core to power this armor.
While the T-45 suit might not boast the same level of Radiation Resistance as the Excavator set, its balanced stats allow for a less nuanced approach to combat situations. You'll want to rethink entering a Rad storm for any serious amount of time while wearing it, but you won't find better armor for combat at this level.
