Coming to Fruition is a Main Quest in Fallout 76. The aim of this Main Quest is to load several Holotapes in order to reboot the Scorched Detection System Terminal. Quests are objectives that the player may complete to obtain special rewards for their participation in the wasteland activities.

1. Take and load the Master Holotape in the Armory Terminal.
2. Load the Master Holotape in Raleigh's Terminal.
3. Load the Master Holotape in Sam's Terminal.
4. Load the Master Holotape in a Relay Tower Terminal.
5. Upload the data.
6. Reboot the system.

Fat Arsenal

In Abbie's Bunker head to the main room to find the Master Holotape. It should be in located on the desk in the middle of the room. Once you've acquired it, head out the bunker and down Route 65 until you arrive at Harpers Ferry. Hide to the southern parts of this area to to find the Armory Access Terminal then insert your recently-acquired Master Holotape into it and play it, to unlock the door to the armory.

Once you unlock the door, take a right at the first opening to enter the main armory. Continue to open the sealed door here via the Terminal conveniently-placed next to it. Continue through until you find stairs you can find that will take you up to a wooden platform you can use to climb over to the next building. Drop down the stairs to find another Terminal you can use to open the next door.

Leave that building to enter the next, then head up the stairs and hack the Terminal you find here to access Raleigh's Terminal. Once you've done this, insert the Master Holotape and listen to it.

Relaying Signals

Head to the third floor of the Charleston Capitol Building, and you'll find Sam's Terminal locked so make your way down to the basement. Down here, there will be a Security Terminal (marked) that you can access by selecting: Accounts -> Account Lockdowns -> Samuel Blackwell. This will unlock Sam's computer, which is the Terminal upstairs, and it will now be able to play the Master Holotape.

Once you've completed this, you'll be assigned with the task to plug the Master Holotape into a Relay Tower; you can choose any tower to use, however having completed Early Winnings, you can fast-travel to Relay Tower LW-B1-22. Once you find and input the Master Holotape into one of them and download the data, return to Abbie's Bunker.

Search the main room and restart the Scorched Detection System Terminal.
