Cats survived the nuclear attacks and, for an unknown reason, never mutated, at least externally. Cats are still kept by people as pets but is considered a luxury. Though they can be a source of meat.

Fallout 76 Cat is an Enemy in the game. Cats can provide as a source of meat and probably some nice comfort on seeing them exists. Enemies are creatures, robots and contraptions that are hostile to the player and may be defeated to complete Quests or obtain Loot.
