Play Time is a Daily Quest in Fallout 76. Daily Quests can provide various rewards from XP to caps.

These quests are displayed under the section "DAILY" of the Pip-Boy. They can be repeated every 24 hours.

Play Time Walkthrough

To initiate the quest, head to Berkeley Springs and look for Chloe. Once you've spoken to her, she will provide you with a random task to finish such as to retrieve some toys, collect some flowers, etc. 

Since the task is randomly generated for each player, simply complete whichever minor task she will ask and return to her once it's done to complete the quest.
